Arctic Room of Knowledge is located in the Froscan Village of planet Froscanian. This room is where Froscan Scientists gathered information from the universe and stored it into the Data Pods of the room. It also helds some Froscan technology including the Fusio-Active Radar that Raclank used in order to find Dr. Newrence.
